CTU is a new member of affiliated universities which includes Can Tho University, National Central University, National Cheng Kung University, Pukyong National University, Dalian University of Technology, Kasetsart University, and Hiroshima University. The ICCEE conference originated from an inter-university exchange program of Hiroshima University; all members rotate to organize this specialized conference.

ICCEE 2023 aims to attract domestic and foreign researchers to CTU to participate and present outstanding and recent research in the field of Civil and Environmental Engineering, create an opportunity for scientists to meet, exchange, and cooperate, and to become a place for students to learn knowledge in Civil and Environmental Engineering. Besides the participants from member universities, the conference was attended by representatives of the University of Da Nang, Ho Chi Minh Open University, Industrial University of Ho Chi Minh City, Mien Tay Construction University, and Can Tho University of Technology.
The conference took place with two plenary sessions with 6 keynotes presented and 18 parallel sessions with 71 reports presented. The topics of the conference cover Structural and Material Engineering, Geotechnical Engineering, Hydraulic / Coastal Engineering, and Environmental Engineering. In particular, after the review process, quality articles will be published in CTU Journal of Innovation and Sustainable Development, indexed in ACI.
