Delegation of the Federation Council of the Federal Assembly of the Russian Federation Visits and Works with Can Tho University

On November 30, 2025, as part of its official working visit to Viet Nam, the Delegation of the Federation Council of the Federal Assembly of the Russian Federation visited and worked with Can Tho University (CTU). This visit marked one of the most significant political and diplomatic events of the University in 2025, underscoring CTU’s stature as a regional university and affirming its growing international presence. The delegation’s visit not only deepened the long-standing Vietnam - Russia friendship, which has been cultivated over generations, but also opened up promising, multi-dimensional, and multi-sectoral cooperation opportunities between CTU and Russian partners in the future.

The delegation was led by Mr. Yatskin Andrey Vladimirovich - First Deputy Chairman of the Federation Council; accompanied by Mr. Denisov Andrey Ivanovich - First Deputy Chairman of the Committee on Foreign Affairs of the Federation Council; Mr. Sheykin Artem Gennadievich - First Deputy Chairman of the Committee on Constitutional Legislation and State-Building of the Federation Council; Mr. Sadykov Timur Sirozhevich - Consul General of the Russian Federation in Ho Chi Minh City; and other members of the delegation.

Welcoming and working with the high-level Russian delegation were Mr. Nguyen Manh Tien - Deputy Chairman of the National Assembly's Committee for National Defence, Security, and External Relations, along with leaders and officials from the National Assembly’s relevant departments, the Ministry of Foreign Affairs, and other central agencies. Representing Can Tho City, Mr. Le Quang Tung - Member of the Party Central Committee, Secretary of the Can Tho City Party Committee, and Mr. Truong Canh Tuyen - Chairman of the Can Tho City People’s Committee attended the meeting. From CTU, participants included Prof. Dr. Nguyen Thanh Phuong - Chairman of the Board of Trustees; Prof. Dr. Tran Ngoc Hai - Vice Rector; and representatives of CTU’s academic and administrative units.

In his welcoming remarks, Prof. Dr. Nguyen Thanh Phuong emphasized the profound significance of the visit, considering it an important milestone in CTU’s ongoing efforts to broaden its international cooperation. Drawing upon both the development needs of the Mekong Delta region and the strengths of Russian universities and research institutes, Prof. Phuong expressed his desire to advance strategic collaboration in three key areas:
(1) Cooperation in tourism and cultural exchange: CTU aims to work with Russian universities to develop student exchange programs, experiential learning models, and joint studies on sustainable tourism trends. These initiatives will deepen cultural understanding between students of the two countries and contribute to building a high-quality tourism workforce.
(2) Science, technology, innovation, and digital transformation: CTU proposed expanding joint research and technology transfer in fields such as information technology, cybersecurity, artificial intelligence, biotechnology, advanced materials, aquaculture technologies, renewable energy, and carbon-emission reduction models. CTU is also ready to collaborate with Russian partners to establish joint laboratories, implement collaborative research projects, and translate scientific achievements into practical applications for the Mekong Delta.
(3) Training and development of high-quality human resources: CTU seeks to broaden co-supervision programs for doctoral candidates, faculty exchange initiatives, annual bilateral scientific conferences, and scholarship funds supporting students from both sides. These activities will strengthen academic linkages and create opportunities for young generations of Vietnam and Russia to collaborate, explore, and innovate in science and technology.

 

Prof. Dr. Nguyen Thanh Phuong affirmed that the development of CTU, the prosperity of the Mekong Delta, and the long-standing friendship between Viet Nam and Russia will continue to be nurtured through practical, sustainable, and effective cooperation programs

Representing the delegation, Mr. Yatskin Andrey Vladimirovich highly valued the role and standing of CTU within Vietnam’s higher education system and the wider region. The First Deputy Chairman of the Federation Council of the Federal Assembly of the Russian Federation affirmed his readiness to support and strengthen cooperation between Russian universities and CTU through undergraduate and postgraduate scholarship programs, as well as the promotion of joint research initiatives, particularly in agriculture, science, and technology. These efforts aim to advance towards formalized agreements and the implementation of concrete collaborative projects. Mr. Yatskin Andrey Vladimirovich also expressed his confidence that educational cooperation would serve as a solid bridge, further strengthening the Vietnam - Russia friendship in this new era.

The delegates expressed their cordial sentiments and proposed orientations to further strengthen cooperation in trade, education, research, and services, with a particular focus on fostering connections between localities in Russia and Can Tho City, as well as between Russian universities and CTU

For nearly 60 years of development, CTU has consistently prioritized international cooperation, in which the Russian Federation has remained one of CTU’s traditional and most valued partners. Many generations of CTU lecturers received their training at prestigious Russian institutions and have since become key contributors in various fields such as information technology, natural sciences, aquaculture, agriculture, education, and engineering. These contributions serve as tangible evidence of the enduring academic and scientific bonds between CTU and Russian institutions over the decades.

With its strategic role at the heart of the Mekong Delta - one of the region’s emerging growth hubs in the current development era - Can Tho City and CTU continue to serve as pillars in the region’s cultural, educational, scientific, and technological ecosystem.
