On December 19, 2024, Can Tho University (CTU) hosted the 3rd Joint Coordinating Committee (JCC3) Meeting for Technical Cooperation Project Phase 2 (TC Project 2). The event was attended by Assoc. Prof. Dr. Tran Trung Tinh – Rector of CTU, along with representatives from relevant units, project leaders of research models, and coordinators of the Master’s program in Smart Agriculture under TC2. The meeting also welcomed members of the Advisory Committee, representatives from the Japan International Cooperation Agency (JICA) offices in Tokyo and Hanoi, the Ministry of Education and Training, and experts from nine Japanese universities, participating both in-person and online.

After over two and a half years of implementation, the TC2 project has achieved remarkable outcomes across multiple areas. Through JICA’s Knowledge Co-Creation Program, two CTU staff have completed doctoral programs, and three others are pursuing Ph.D. programs in Japan. The Sakura Science Exchange Program has supported young lecturers/researchers and 16 master’s students in climate change-related fields. With robust backing from Japanese advisory professors and the task force, the first cohort of the Smart Agricultural Engineering Master’s program welcomed 12 official officers from Soc Trang Province.
CTU has also actively implemented 12 research models. Moreover, the university successfully organized quarterly SDMD (Sustainable Development of the Mekong Delta) dialogues, culminating in the SDMD International Forum in November 2024. This garnered significant attention from universities, institutes, local authorities, and enterprises. CTU acknowledges and highly appreciates the participation of representatives from JICA Headquarters in Tokyo, JICA Vietnam, and Japanese universities.
The 3rd JCC Meeting aimed to evaluate the progress and achievements of the research models, authorize the activity plan for Fiscal Year 2025, and discuss key topics related to the SDMD 2045 Forum and the Smart Agriculture Master’s program.

The meeting recorded contributions and achieved high consensus on implementing the project’s strategic objectives in the coming period. The outstanding results demonstrated the close and effective collaboration between CTU, JICA, and Japanese universities. These accomplishments lay a solid foundation for the future sustainable development of the Mekong Delta region.

In his closing remarks, Assoc. Prof. Dr. Tran Trung Tinh stated: “CTU takes pride in the project’s achievements, which result from close collaboration and active participation between CTU and Japanese universities, institutes, local communities in Mekong Delta, and partners. CTU firmly believes that continued collaboration with Japanese partners will expand research networks and foster increasingly strong partnerships in the future.”
