In the context of higher education becoming increasingly intertwined with globalization and the rapid advancement of cutting-edge technologies, establishing large-scale international collaboration networks has become a strategic driver for innovation in education, scientific research, and knowledge transfer. On March 11, 2026, Can Tho University (CTU) formally hosted a ceremony to sign and hand over Memoranda of Understanding (MoUs) and welcomed 21 Taiwanese universities and educational organizations for a working visit. The event marked an important milestone in expanding the University’s international academic partnership network. The program aimed to strengthen collaboration in education, research, and academic exchange among the partners, with particular emphasis on promoting cooperation in semiconductor microchips, high-speed railway development, and other strategic technology sectors.
The program was attended by members of the executive boards and representatives from 21 universities, organizations, and educational agencies from Taiwan. Representing CTU were Assoc. Prof. Dr. Tran Trung Tinh – Rector of the University; Dr. Le Van Lam – Vice Rector; along with leaders of academic units and functional departments.

The visiting universities included: (1) China Medical University, (2) Kaohsiung Medical University, (3) National Cheng Kung University, (4) National Chi Nan University, (5) National Chiayi University, (6) National Chung Hsing University, (7) National Dong Hwa University, (8) National Formosa University, (9) National Ilan University, (10) National Kaohsiung University of Science and Technology, (11) National Pingtung University of Science and Technology, (12) National Sun Yat-sen University, (13) National Taichung University of Education, (14) National Taipei University, (15) National Taipei University of Technology, (16) National Taiwan University of Science and Technology, (17) National Yunlin University of Science and Technology, (18) Tzu Chi University, (19) University of Taipei, (20) University Entrance Committee for Overseas Compatriot Students, and (21) Taipei Economic and Cultural Office in Ho Chi Minh City.

Within the framework of the program, CTU signed Memoranda of Understanding with National Dong Hwa University and Tzu Chi University, and exchanged cooperation MoUs with National Taipei University and National Taipei University of Technology.

In addition, Elite High School - CTU also signed a Memorandum of Understanding (MoU) with Global Affairs - Tzu Chi University
Through these agreements, the parties agreed to implement various cooperation activities in the coming years, including strengthening academic exchanges among lecturers, scholars, administrators, and students; organizing joint conferences, seminars, and academic forums on topics of mutual interest; sharing academic information, research materials, and scientific publications; and exploring the development of joint research programs and other forms of academic collaboration. These activities will be carried out on the basis of mutual respect, equality, and shared benefits, aiming to promote common interests in education, research, and community engagement.
Speaking at the ceremony, Assoc. Prof. Dr. Tran Trung Tinh provided an overview of the development of CTU and its strategic orientations in education, scientific research, and international cooperation. He emphasized that establishing and expanding collaborative networks with international universities, including universities in Taiwan, represents one of the University’s key priorities to enhance training quality, strengthen scientific research, and promote academic exchange in the context of global integration. CTU also expressed its expectation that through this partnership, the parties will develop many practical collaborative programs, particularly in strategic technology sectors and modern infrastructure.

Representing the Taiwanese universities, Prof. Hui-Mi Hsu, President of National Dong Hwa University, expressed appreciation for the development potential and the important role of CTU within Vietnam’s higher education system, especially in the Mekong Delta region. Prof. Hsu noted that this collaborative connection would provide an important foundation for promoting academic exchange, scientific research, and the development of joint academic programs in the future. She also expressed confidence that with the strong commitment and goodwill of all parties, the partnership between Taiwanese universities and CTU will continue to be strengthened and expanded, bringing about meaningful achievements and successful outcomes in the years ahead.

In addition to the signing activities, representatives of the 21 Taiwanese universities, organizations, and educational agencies also discussed and proposed new directions for future cooperation. These discussions focused on high-potential areas such as smart infrastructure, advanced technologies, core technologies, modern transportation systems—particularly railway technology and high-speed rail transportation—as well as semiconductor integrated circuits and other strategic technology sectors. These exchanges opened up many opportunities for the parties to leverage their strengths in research, education, and technology transfer, thereby contributing to innovation and the development of high-quality human resources.

The signing and handover of cooperation agreements, together with the reception and working sessions with leading Taiwanese educational universities, not only open up numerous practical opportunities for collaboration in education, research, and academic exchange, but also reaffirm the pioneering role of CTU in proactively integrating and connecting with knowledge hubs across the region and the world. Through the cooperation platforms that have been established, CTU will continue to uphold its mission as a key center for education and scientific research in the Mekong Delta region, aiming to train high-quality human resources, promote innovation, and make meaningful contributions to the country’s sustainable development in the era of technology and global integration.
