On November 7th, 2019, Can Tho University (CTU) held a signing ceremony of MoU with Quirino State University (QSU), Philippines. Attending the signing ceremony, on the side of QSU, were Dr. Samuel O. Benigno, President; Dr. Hermenegildo F. Samoy, Vice President; International relation officer and researcher. On CTU's side, there were Assoc.Prof.Dr. Le Viet Dung, Vice Rector and leaders of Department of International Relations and School of Education, which will carry out cooperative activities with QSU.

Considering the common interest in promoting the mutual cooperation in the area of education and research, both CTU and QSU wish to expand the basis for friendship and cooperative educational exchange. The purpose of the MoU is to develop academic and educational cooperation on the basis of equality and reciprocity, and to promote relations and mutual understanding between the two universities. Accordingly, both universities undertake to promote and develop academic cooperation in the following activities: cooperation in research and the presentation and publication of its results; exchange and share of academic materials, publications, and other scientific information; faculty and student exchange for immersion and research activities; cooperation in international conferences sponsored by both universities; and other educational and academic exchanges to which both universities agree.
Speaking at the ceremony, Assoc.Prof.Dr. Le Viet Dung expressed his joy at the start of the cooperation between the two universities, and also believed that this partnership would create a lot of opportunities for the strong and sustainable development of CTU and QSU.
